General Functions:
Under the general guidance of the Regional Representative (RR), under the direct supervision
of the Regional Coordinator for Migration Health programmes and with technical guidance from
the Migration Health Department (MHD) and other relevant technical departments in Geneva,
the successful candidate will be responsible and accountable for the implementation and
coordination of the following projects under the regional Partnership on HIV and Mobility in
Southern Africa (PHAMSA):
- The Ripfumelo Project (USD 5.1 million - President's Emergency Plan for AIDS Relief
(PEPFAR)-funded HIV project targeting farm workers in South Africa)
- Research projects that increase knowledge and understanding on HIV dynamics of labour
migration in the Southern African Development Community (SADC) region (USD 420,000 -
Sida funded)
- Comprehensive HIV service delivery in migrants' sites (USD 2.5 million Sida funded)
In particular he/ she will:
1. Develop new HIV projects relating to labour migrants.
2. Liaise with stakeholders from government, civil society, academia and international
community on IOM's HIV programmes in the field of labour migration.
3. Conduct regular technical presentations on IOM's projects and on the HIV dynamics of
labour migration.

4. Develop regular progress reports for donors and have meetings with donors.
5. Undertake duty trips, as necessary to attend relevant meetings, establish initiatives within
the framework of the programme, and monitor project implementation in the field.
6. Perform such other duties as may be assigned.
Desirable Qualifications:
Education and Experience
a) University degree, preferably in Social Science, Public Health, or International Relations;
b) five years of international work experience in the field of development, of which at least
three years in the areas of HIV/AIDS, population mobility and migration, preferably in Southern
Africa; c) operational experience and understanding of regional migration issues, in particular
with respect to labour migration; d) sound experience in working with international
organizations, NGOs and governmental entities; e) experience in conducting data collection,
research and analysis.

a) Excellent communication and negotiation skills; b) demonstrated skills in writing, editing
and reporting; c) proven capacity and strategic vision to develop, implement and coordinate
HIV/AIDS programmes; d) good knowledge of project formulation, administration and
evaluation techniques and practices; e) ability to respond to project development
opportunities; f) effective resource management, ability to supervise and direct staff; g)
personal commitment, efficiency, flexibility, self-motivation, respect for diversity and creative
thinking; h) ability to work effectively and harmoniously with colleagues from varied cultures
and professional backgrounds.
Languages
Excellent knowledge of English. Working knowledge of French and Portuguese an asset.
NOTE:
1. The tenure of contract of staff members holding a regular contract will remain unchanged.
